The early years of Menem's government were the scenery of structural reforms aimed to conform a new regime of accumulation. At first, changes began in labor relations in a surreptitious way, until they found favorable joints to be institutionalized, especially in some dynamic sectors of the economy. It can be argued the gradual formation of a new "wage relation" in those sectors. This article will only discuss some aspects of that process, outlining the context, the State actions and the some politics implemented to foster its institutionalization and their consequences for the labor world. The study will be focussed in the situation of the metal-mechanic industry of Cordoba, Argentina, in the 1990 decade, more specifically, in the critical juncture opened between 1995 and 1999, since it combined local, national and global conditions that encouraged new investments and the institutionalization of flexibilization projects.
