Abstract

This article anal y se a particular moment of the independence revolution in the former viceroyalty of Rio de la Plata, made up by the crisis of the year 1815 and the politieal reorganization that ends with the session of the constitutional Congress of Tucuman in 1816. The significance of such moment is linked to an interpretation of the revolution in terms of pacts between the main cities, considered as poli ti cal communities. Buenos Aires, that had led the revolucionary process during the first years, loases control in 1815 but suceeds in forming another pact with the cities, based on the convocation of a representative assembly. In the meanwhile, the cities ha ve made up some links of solidarity that underlie the formation of the Congress. Emphasizing this particular period as the "second act of the revolution", the article analyse those links and the way the communities conceive their política] construction trought the Congress.
